V6.74 of ExtUtils-MakeMaker has been uplifted to CPAN

More interesting changes include:

  - EUMM is now able to bootstrap itself where none of its
    prereqs are available, such as on Redhat/CentOS

  - PERL_MM_OPT arguments will now be split correctly like
    a shell would split them.
