v6.76 of ExtUtils-MakeMaker has been hoisted to CPAN

New features in this release:

  - The NO_PERLLOCAL and NO_PACKLIST attributes have been added
    to allow the suppression of writing installs to perllocal.pod
    and the writing of .packlists (respectively)

  - The type of Makefile being generated is reported

  - The RECURSIVE_TEST_FILES attribute has been added to 'test'

More interesting changes include:

  - Reported problems with Time::HiRes 'stat' and older perls have
    been resolved.
