When I wrote that exact system it was because I wanted it for my perl 
5.6 and 5.8 CPAN testing boxes, so I could test new releases with old, 
working dependencies. That's quite a long way from a "real world" use 
case though!

More useful was that it also supported per-OS CPAN mirrors, so if you 
only wanted versions of modules that were known to work on NetBSD, for 
example, you could get that. I added that feature because an actual 
real-world user asked for it. I can see that it would be useful for 
people on things like Windows where support is a bit flakey because 
authors don't have access to it.
