I agree to this (first) solution; this will give us a good idea about  
the
scope of the problem.

I do know that in the past we've done fixes to Archive::Tar and CPANPLUS
because of permission issues, especially cross platform ones, so it's  
not
a trivial thing we can change across the toolchain and expect minimal
impact.

Let's see what the PAUSE indexer is catching and take it from there.
