Preliminary plan for NPW 104

Here's a draft for a plan for NPW 104:

- Call for Papers 15th. of December
- Call for Participation/Opening of Registration 1st.  of  February
- Deadline for papers, 15th. of February
- Presentation of final Programme 1st. of March
- Closing of registration 15th. of March
- Workshop, Late March 2004 (maybe saturday 27. and sunday 28. March)

Just for comparison:

SPW:
- January 22nd. talk to "Stockholm.pm" about a possible Perl::Weekend
- Teaser 8th. of February
- Call for papers 24th. of February
- Opening of registration 10th. of April
- Call for participation 11th. of April
- Closing of registration 24. of April
- Workshop, 25-26th. of April

We are aiming at having the workshop a month earlier (for no particular 
reason). By having the Call for Papers, pre x-mas, ppl, can use the 
x-mas holiday for writing papers etc.

Having the arrangement a weekend will make it much cheaper if we do it 
at Symbion again and we will be able to choose our own caterer. We got 
a lot feedback last year, that ppl found it expensive, so we could try 
to make it cheaper??

Btw. should we have a "theme" again, last year was "Practical Perl"...
