I'll second that it should be using a versioned lib dir, and add that 
core's local::lib and CPAN modules should be updated so that it saves 
all of the .tar.gz it installed so that when the perl version changes it 
can see that the versioned directory is missing and spit out an error 
telling the user how to reinstall all of their modules from these 
files.  (or maybe even reinstall them automatically?)

To clarify, I'm suggesting that each time someone installs a perl module 
with CPAN.pm it would leave the .tar.gz in a cache directory within 
~/perl5/ and also write the name of what was installed in some sort of 
log.  That log could be replayed on a new version of perl using the same 
original files, and very likely get a user back to where they left off.  
The process of this re-installation could be a built-in feature of CPAN.pm
