It is, but it's also in active development outside the realm of p5p
(if the version number mismatch I currently see is anything to go by).

Text::Wrap is also in the core but again has experienced active
development outside (althoug not for a while :))

In general, the sdk is supposed to provide people living in the dark
ages of 5.00404 with a reasonable development environment.  As both
the 5.00404 & 5.00503 versions of these modules are even more out of
date that 5.00404 itself, I think that makes it reasonable to
include them in the sdk.
