I want to leave licensing and legal issues until after the modules are
selected.  After all, what's the worst that can happen?  We have to
leave a module out?  Oh well.

Let's pretend we live in the best of all possible worlds, where
licensing and export restrictions don't exist.  Later on we can see
how they affect our choices.
