Thanks to both of you for your answers!

I am developing on a Windows 8.1 machine.

So, do you think I could get it working (at least for Vista and later) with=
 a custom build of Strawberry Perl and some tweaks to the .pp file (or some=
 other build configuration file)? If so, what build options should I be loo=
king at?

Something else that matters here is what level of Windows support Strawberr=
y Perl is built with. At this point, I *think* the line is set at XP, so th=
at AI_ADDRCONFIG would not end up in the headers after preprocessing. (I kn=
ow it was when I was building it, I'd have to look and see what it is now.)
