I'm a transient and when I was passing through Texarkana I actually camped right next to the track where this happened. They don't use it anymore even though it's fully repaired.

209 was actually part of the detail alerting the public to evacuate (this happened late at night). He was blocking the roadway so civilians wouldn't try to go near the accident site.
