The major U.S. tariffs of the last several years -- on steel, aluminum, and hundreds of billions in Chinese goods -- were imposed unilaterally, not in response to new foreign tariffs. In fact, other countries like China, Canada, Mexico, and the EU retaliated after the U.S. acted, which means the U.S. wasn't countering their tariffs at all. Average foreign tariffs on U.S. products were basically stable before the U.S. increases, and today's newer tariffs on things like EVs and batteries are also unilateral moves, not tit-for-tat responses. ... -- It's impossible for someone who is at war with themselves to be at peace with you.
