Error installing version 4 on RHAS 3, Apache 2

When I try make or make install get this message:


Makefile:7: /usr/local/apache2/build/special.mk: No such file or directory
make: *** No rule to make target `/usr/local/apache2/build/special.mk'.
Stop.

On RH there is no apache2/build directory and special.mk doesn't exist.

I saw that there were a couple of other posts to the list but there wasn't any answers so I apologies for re-posting an issue.
