Although the docs specify the directive as being for VirtualHosts, may I 
suggest you give it a try in the greater server context?  In certain 
configurations the directive will operate just fine in this fashion.  (And 
please let me know if you meet success or failure with this experiment.)

I have added a to-do item to make the creation of these ancillary tables 
optional.  In the meantime they get created whether they are used or not, 
thus creating some clutter but no major space waste.
