OK, so you are saying you have never managed to launch Audacity on this 
new installation of Ubuntu.

When you launch Audacity do you see no error message and no Audacity 
splash screen in the centre of the monitor? The first thing Audacity does
when it launches is look for audio devices. The fact that it has not even
started to write audacity.cfg could suggest a problem with your audio 
devices. You could try some of the commands here:
http://www.linuxnix.com/find-sound-card-details-in-linuxunix/  

to see if you get sensible output. 

If you have external sound cards connected which might not support 
Linux, you could try disconnecting them to see if that makes any
difference.   

Also how are you launching Audacity? Open a terminal which should
then be in your home directory and just type 

  audacity 

which should try to launch the installed version as you without extra
privileges. What output appears in the terminal?
