Forum registration problem and Spectral edit problem

I tried to register to the Audacity Forum but I never receive an email to finalize it (even retried twice), therefore I cannot post nor comment.  This users email registration worked fine.
Problem:  Effects;Spectral edit... gives the same error message whether or not Edit;Preferences;Tracks;Spectrograms;Enable Spectral Selection is enabled or not.
This does not agree with the error nor help messages
Windows 10 pro; Version 1703; build 15063.540
Audacity 2.1.3
Note that the spectrogram view was Greens/Yellows/Blues.

On Viewing spectrogram settings in the view (this took over a half hour to discover where it was hiding), changed the values to agree with preferences defaults; the colors changed to red/magenta/blue and the error message changed to:

Just fooling around with the cursor, I found how to do spectral selection graphically, but still can figure out how to enter exact values.  And searching help online for Nyquist only yields some sort of LISP programming box.
When doing Spectral selections, two more entries should appear next to the time positions at the bottom of the screen to allow exact values as well as how many data points are selected to insure the insufficient data error can be avoided when doing the spectral analysis
