Several things come to mind:
 - does the drive cache audio? That will slow things down by at least 2x,
as the drive cache has to be flushed after each sector read in order to get
a valid comparison read.
 - is the rate the same for every CD you try? what happens if you uncheck
the setting that lets EAC slow down during ripping? (EAC > Drive options >
Offset > Allow speed reduction)

Let's assume that your drive can rip at 16x. The MAXIMUM EAC rip speed will
be 8x, because every sector has to be read at least twice (and there's some
positioning overhead that isn't accounted for here); if the drive caches
audio then drop that to 4x to allow for flushing the cache. So you're in
the right ballpark for a typical modern drive. Maybe you can get that up to
6x or 8x if the drive can rip a particular CD at 32x and you don't let it
slow down for soft errors.
