I was asking myself and than to you all (looks like this is a very hi tech group!!) if there is any other way to get this done... It's strange that they're asking you to do this. It would normally be done in the NTSC-PAL conversion, which takes care of audio + video. Use the Time Machine in Logic's sample editor to do this. Historically, the pitch was also shifted since it obviously used to involve literally change the tape speed (this gives the best sound quality), but you have the option to keep the pitch the same and judge the quality of each.
