Gary,

You might want to check the "advanced" settings on your mixer application
for your sound card.  Many have a microphone boost checkbox that ups the
gain on the mic input by 10 or 20 dB. You might also consider switching
microphones.

 Make sure your WAV volume is turned up and its mute checkbox is unchecked.
Same goes for the Microphone and the master volume control.
