Try mercurial, also is a DVCS but easiest than git.

And SourceForge? Is more flexible than GCode and have more services
(like trac, wiki, forums...) and shell access.

Really the download site of SF is a list of mirrors, try "wget
http://downloads.sourceforge.net/tortoisesvn/TortoiseSVN-1.6.2.16344-win32-svn-1.6.2.msi".
I'm from Spain and this use the mirror
http://freefr.dl.sourceforge.net/sourceforge/tortoisesvn/TortoiseSVN-1.6.2.16344-win32-svn-1.6.2.msi
(France).

Mirrors of SF: http://apps.sourceforge.net/trac/sourceforge/wiki/Mirrors
Services of SF: http://apps.sourceforge.net/trac/sourceforge/

I know that they always were very slow but in the last months have
improved very much.

Cheers.
