Serving atached images efficiently

Hi Everybody:

I just added a new wiki page:

  https://wiki.roundup-tracker.org/EfficientImageServing

that addresses connecting the imgproxy image server and Roundup. It is
a way to handle the issues raised in this Roundup issue:

 https://issues.roundup-tracker.org/issue2551187

about converting image files (scaling/reformating) from the upload format
to something better/faster for serving on the web.

Thoughts?
