I disagree.

First, with webkeys, you don't need a centralized identity authority or
authentication system.  Authentication is pretty non-trivial to implement.
 You can, of course, outsource authentication to Google or Facebook, but I
don't think that counts as "from scratch".

Second, even if you assume a pre-existing authentication system, you still
have a problem when a user wants to share with someone that doesn't have an
account.  As I mentioned earlier, Google Docs offers not just share-by-link
mode, but also "invite tokens", to solve this problem.  The implementation
of invite tokens alone is *at least* as complicated as any multiple-webkey
system, probably more complicated.
