The AIFIA web site (aifia.org) may be a good place to start.  See the
"Design tools" section (especially the link to the STC's "Usability
toolkit") and IA Library.

 

For intranet search, check out searchtools.com.  There is a page
specific to intranet search, as well as lots of other search-related
information.  This paper

"Recommendations for search results" page) discusses the improvement of
two intranet search applications.

We have a large university site with many complaints about the
difficulty of finding information.  We would like to do a general
assessment using some sort of metric that will allow us to measure
improvements.  I assume you would use a number of tools like log
analysis and user feedback.  Does anyone have any examples of surveys
and other tools used?
