I'm not so much interesting in whatever the backend in so long as it is
(a) stable and (b) easy to maintain.  I don't know if we even need the
feature-set of a full CMS.

I checked and it *appears* I can modify the permissions of pages.

I'd vote for something simple like <http://coyotelinux.com/>,  biggest
deal to me is that it is easy to update.
