Via access (acls).  One problem with /public is that it gets HUGE.  But
a {Group}/Contacts could contain the contacts where access has been
specifically granted to that group (or maybe that group or are public).

We do something very similar to this in our CRM application.  It also
provides the ability to create a contact/enterprise with a specific
permission; very similar to how the {Group}/Calendar folder works.
