Ok, reading your response backward

We will need to make an effort to at least speak to each other or 
introduce ourselves. Can you use conferencing using Skype or Asterisk?

If that satisfies us having met, does that ratify our becoming bylaws? 
Or does that have to be in-person meetings? 

Then what? we the members put people up for board election?  The board 
members by nature are custodians not the law makers.  Board has 
something to do with raising money normally and has a say in how money 
is spent. Then, members and board are antagonistic which is helpful. 
Members will want to put new ideas and boards can strike them down or 
advise and change. We need a pundit who will explain according to the 
past bylaws. 

So, after we elect the board, can members decide new bylaws and enable 
new steering party?

Members will take from that point on.
