i think this whole discussion is going to fast and not in the right
order. it is futile to talk about membership requirements, when there
is nothing yet that gives people a reason to join in the first place.

we ought to focus on the goals first.
once we agree on some of the goals, we will see what kind of membership
we are looking for. and then, we can take a look at how we can attract
this membership. and only at that stage we will be able to see what
requirements need to be set and what role dues can play in this.

discussing dues at this point is simply out of place.
