What kind of data? Addresses of employees, word documents, ...?

The answer depends on the type of data.

Also it seems to me that you seem to prefer PHP for accesing the data 
later on, so I guess it makes sense that you use some
PHP based framework. Otherwise I can suggest some Java based ones ;-)
