A couple of things going on here...

First, to find any Tiki option (and yes, there are A LOT of them), be 
sure to use the "Search Preferences" field (on any Admin control panel). 
For example, searching for "new window" will help you find the "Open 
external links in new window" option on the Text Area control panel.

Second, note that this is for *external* links, as such it requires a 
full URL

On my test site, when the option is enabled, using

[http://tiki.org|hello tiki.org|target]

opens the link to in a new browser window, as expected.

Are you trying to create a link form one Tiki page to another, that will 
open in a new window?

If so, I think the only way to do that is by creating a fully-qualified 
link:

[http://yourdomain.com/tiki/SomePage|Click here to open SomePage in a new window|target]
