My instinctive reaction would be that there is definitely a need for 
this kind of content to be grouped somewhere.
However, firstly it should be on a *.xaraya.com site. Secondly I don't 
see why a theme specific "zone" on xaraya.com can't be created.

There are plans to extend the release module to include screenshots and 
information on themes registered there along with download links, etc...
Which would cover the listing and catagorisation of themes. However I 
presume you would want to host articles on writing themes, tips and 
tricks etc.... I least I hope you do :-) So it would also need some kind 
of overview page with links to all those sections and to bring them all 
together in an easy to use way.

None of that is an official statement its just imho - I'm not on the PMC :-)
So I suggest you chat with Jojodee since she runs our webteam.
