apologies for replying in english, but my spanish is barely good enough 
to order a cerveza ;-)

given the choice utf-8 is always preferable to one of the ISO formats.
It means that if all our locales are utf-8 then it would be possible to 
have spanish, chinese and russian output all on the same page, thats not 
possible if one of them was an ISO format.

There should be a script in the tests directory to convert ISO to UTF-8 
if you want to try that.
