This likely depends also on if you are usually working as normal user  
or one with admin rights. Before r13 people usually created links to  
the apps and set them to start as administrator (which also worked  
well). Now the tools themselve tell the OS they need admin rights.  
This is particularly important for MA and the tray tool as they can  
manipulate services. And since launching applications which need the  
UAC confirmation from one that does not fails, so the entire GUI  
bundle has been updated to be aware of UAC in Vista.
