p/390 question

a hypothetical case

1) Does os/390 software license transfer with a p/390 to a new owner?
2) A p/390 that is in bad shape and not bootable and needs lots of 
work to get ipl'able, allow an owner to use herc to learn the skills 
necessary to get the p/390 working again?  
3) it is legitamate IBM hardware?  If I buy an IBM PC with OS/2 that 
used is still can run os/2 as the new purchaser.

Work would never allow normal users access to do sys-prog type stuff 
so as not harming prod/test boxes used for business.
The p/390 not a point that is useable point yet, and what other 
option does a normal person have to learn the skills needed to 
recover the p/390 to a working condition?

I know others probably have asked these kind of questions
but its the chicken and the egg question again.  

One feels very strangle in not being able to grow my MVS skills, a 
person in 30's was not around from years and years ago to already 
have the skills and it is very difficult to obtain them.

Just wondering, isnt herc a viable choice to use for the p/390 sys 
recovery.  It's not like one would have any spare working mainframes 
lying around.

Well anyways just questions I am thinking about lately.
