Hi Rocky,
press the Options button in VISTA then 'Options' in the little menu that displays; press button 'Misc' where you can choose DFT or CUT (deselecting DFT mode) and add RECFM V in Additional parameters.

In this way I could upload a small exec file to GCIC application.
 
Doing a download with VM/SP5 I get 1936 bytes blocks in CUT mode (using an Ethereal Ethernet trace).
