Reading between the lines, the required sequence is:

1. Start Hercules.
2. Connect tn3270 emulator
3. IPL

and the x'10' address should be used.

Doing step 3 before step 2 apparently has the
effect of tying up that port so it can no longer
be used, but VM seems to accept a tn3270 connection
to another port
