Default Cache Parameters for 1.4 release

I am considering a change to the default cache parameters for the next 
set of releases.

			1.3.77		Next
Cache Size		20480KB		98304KB
Cache Entries		2000		10000

This will make the requirements for installation be a bit more then 
100MB plus the size of the binaries.
