Hi Shane,

You can set the starting date for any budget item, so you should probably set it for the 28th of the month you'd like that entry to be effective.  Make sure you specify that the item is "monthly, non-prorated" which will assume the full amount is applied on the 28th of each month.  If you don't select non-prorated then moneydance assumes that income from that category is gradual throughout the course of the month.
