New idea: changing [ui_background] (perhaps multilayered)

Today I was playing quite an old Test Drive 5 by Accolade. When I was in the menu, a cool blue background attracted me. It consisted of two layers when the second one was changing after every few seconds: different cars were rotating in the slideshow. They nicely disappeared and reappeared. What makes it so cool is the blue-only mood of the scene, and that the first layer is actually constant and cars appear like in it or behind it. Very cool trick.

Imagine you would adjust some game snapshots and images to one color mood and make them rotate in the background. Especially I would emphasize that disappearing and reappearing effect (like the light is turning off and on slowly).

Or one could create a batch of images that would be rotated to create some visual effect in the menu (like moving stripes etc.).

hint: Xbox menu

Do you think you would implement something like this in the Advance Menu?
