I also have an horizontally mounted arcade monitor, and personally don't
mind using interlaced-scan video modes for vertical games which rotated
require > 256 lines.

For example, for Pac-Man (and all games with the same resolution):

224x288/display_mode generate-interlace
224x288/display_resize mixed

Your idea sounds good, and I am interested in the results if you give it a
try, but I think you should ask yourself if it's worth doing that, or just
get another monitor and mount it vertically.

If I had more space, I would setup another arcade for vertical games.
Meanwhile, the "generate-interlace" and "mixed resize" combo has kept me
satisfied.
