Unfortunately, due to the limited space for on-screen interaction, we
weren't able to squeeze in being able to manipulate fleets in-transit.
"leaving" is considered in-transit. i believe it means that a turn has
passed since it was given the orders to depart, but it hadn't refueled
completely. once the fleet has refueled, it should depart and then arrive at
its destination at which point you can give it orders again.
