Spending money on planets

Can someone explain planet spending to me? I have a few questions.
1. I understand that planets cost about $7500 per 10-year turn. Why
do some planets cost a little more at first, like $7514?
2. What effect does a planet's spending bar on the spending screen
have? I assume that if you spend more on a planet, you can mine and
terraform more quickly. If I run the bar down to 0, that stops mining
and terraforming, right? But the planet still costs the $7500 per
turn, right?
3. Is the money spent on a planet subject to the square root rule?
4. When is it wise to move the spending bar up to mine and terraform
more quickly?
5. How does the computer decide where to start the spending bar? Does
it start higher if you have more money?
