lethargic expansion of computer opponents

My last game was a spiral, barren home planet, max sized, max
density with 3 opponents IQ 135, 30 year turns, outpost home planets.
I've been playing mostly spiral games, turning up the IQ of the
computer once I can consistantly win 3 out of 4 games. This was the
first game at this IQ setting.
I play an expansion strategy where I try to get to the opponents
arms before they can expand into the main galaxy and bottle them up
and starve them for resources. This means that I have to balance the
number of planets that I'm developing while keeping my tech spending
high enough that I can stop the opponents from over running my blockers.
In this last game for no reason that I can fathom 2 of the three
opponents never expanded more than 2 planets down their spiral arm.
The other was entering the main galaxy just as I got to where his arm
met the main galaxy. I initially thought that perhaps the other 2
didn't have enough metal to move but the fact that both were on 2
planets implies to me that they had to have built a colony ship. Any
insight?
