find in tree: persons with no immigration event

This seems so simple, I don't know why I am having trouble . . . I have an established Family Tree in Gramps. I want to find anyone in that tree who does not have an immigration event. I can find anyone with an immigration event by using the People list. Filter for event->immigration and press the find button. Can I filter for the absence of an immigration event? Can I tag everyone with an immigration event, then search the list for anyone without that tag?
