OK Dave, thanks to you I now I have something that works. The key thing you
taught me is that in a people filter, I can select "People with the person
<event>, Event = "Immigration"" I don't need three filters, just a single
one with two rules, and the "Return values that do not match the filter
rules" checked.

My people filter called foreign-no-immigration has two rules:
- People born in the United States
- People with an Immigration event
And the "return not matching" box checked.

Thanks to Les and Dave for sticking with me to figure this out. Maybe we
should add this example to the manual page on Filters.
