Does this mean that updates for GRAMPS will not work on now unsupported 
versions of Ubuntu?

I am running UbuntuMATE 16.04 and 20.10, and, somehow, I keep getting 
updates for them, for SeaMonkey, which is my preferred web browser 
(without javascript).

The updates for SeaMonkey, are downloaded and installed, using the 
package management; using Software Updater, or apt update and apt upgrade.

Can this not also be done with GRAMPS?

If GRAMPS has an external (to Ubuntu) repository, like SeaMonkey has 
with ubuntuzilla, that contains .deb files, then I believe that a 
similar process to what is done with SeaMonkey, could be accomplished, 
with the system having a line for the repository, in the sources.list file.
