Confusing filter result

I thought I could use the filter form simply to find out which  
persons in my database should appear in the 1921 UK Census, i.e. who
was alive on 2021-06-19, so that I could go to, say, Scotlandspeople
and get their census data.

It seemed logical to enter into the filter form Birth date = before
1921--06-21 and Death date = after 1921-06-19 and Gender = any. Nothing
else.

But the filter returned only a limited number of the people who
satisfied the filter criteria. Birth and death dates had been entered
correctly and completely for a number of other people who should have
been listed. 

Why is this not working as desired? I confirm that the birth dates are
not baptisms and death dates are not burials for the missing cases.
Some of these were people for whom I had already entered the 1921
Census data.

I never cease to get frustrated with the filter function.;-(
