To my knowledge this cannot be solved (in GMT4 not sure about GMT5). A 
workaround (albeit tedious) is to plot as many colorscales as you want 
annotations and use the -B option to plot a single annotation at the 
time, e.g.

psscale -D3.3i/1.5i/6.6i/0.25ih -Cseis_eng.cpt -B4000.01-40000 -L -S -K 
--D_FORMAT=%.2f > scale.ps
psscale -D3.3i/1.5i/6.6i/0.25ih -Cseis_eng.cpt -B4000.07-40000 -L -S -K 
-O --D_FORMAT=%.2f> scale.ps
psscale -D3.3i/1.5i/6.6i/0.25ih -Cseis_eng.cpt -B4000.38-40000 -L -S -K 
-O --D_FORMAT=%.2f > scale.ps
psscale -D3.3i/1.5i/6.6i/0.25ih -Cseis_eng.cpt -B4001.97-40000 -L -S -K 
-O --D_FORMAT=%.2f > scale.ps
psscale -D3.3i/1.5i/6.6i/0.25ih -Cseis_eng.cpt -B4010.25-40000 -L -S -K 
-O --D_FORMAT=%.2f > scale.ps

-B40000:max=69.017075:/:gal: -L -S -O > scale.ps

should do the trick
