i think that's not even necessary. in the repo setting one can simply
enter email addresses for push notifications.

what i find big time annoying is that one can't do that for oneself as a
self-service. one can subscribe to an rss feed, but that obviously
involves an additional service. so having a "dispatcher list" for those
interested does have value _in principle_.

i've never felt the slightest need for them in projects that have
mandatory pre-integration review.

it might be interesting for passive watchers like distributors and fork
maintainers.
