You can start Evolution with the --offline option. Thus switching the
IMAP server settings will be possible immediately. No server to poll, no
hangs due to bogus networks. ;-)
$ evolution --offline

There is a possibility. Evolution 1.4.x stores (most of) its
configuration using GConf. Thus you can manually tweak these settings
(sed on XML files) or use 'gconftool-2' for it.
Have a look at your ~/.gconf/evolution/ directory. You can use
'gconfeditor' to browse this data structure.
