The Gnu site ran into a password/security problem a while back, 
and at the same time I was having other job related problems 
that resulted in my falling behind on everything.

The current release is 0.34. There is a development snapshot 
available dated 2004-10-09.  I expect 0.35 will be out in early 
January.

Changes have been small, and in two categories.  The first is 
compatibility with newer compilers, which are stricter in their 
implementation of C++.  The second is internal changes which 
will soon lead to native support for Verilog-AMS, and improved 
Spice compatibility.

There are 4 sites that I consider to be primary for Gnucap.  I 
directly update these 4, with the intent that the loss of any 
one does not kill the project.
