cygwin continued

ok, 

I had a look at the archive and I noticed the patches to make screen work with
cygwin. but I'm still curious as to why they haven't been encorporated into the 
main branch; looking back at the traffic on this newslist, it seems that 
most of the issues are with screen and cygwin and hence it might be prudent to
encorporate the patch? The patches also date from august of last year - which seems
to suggest that they should be encorporated..

Am I missing something here? Why weren't they in the 4.0 release?
